Ethiopian Railways Corporation (ERC) invites qualified international developers to submit Expressions of Interest (EOI) with proposals for a Joint Investment Partnership to develop aMulti-Purpose Complex Building Project in Addis Ababa, Ethiopia. This transformative urban development aims to create a sustainable, transportation-oriented, mixed-use hub integrating residential, commercial, retail, and entertainment spaces with public amenities.

• Scope of Work

The project, in collaboration with potential co-developers, includes but is not limited to the following components:

1. Utilization of Existing Designs and Feasibility Studies

Leverage ERC’s existing designs and feasibility studies while adhering to the city’s master plan and guidelines to develop a range of facilities, including office spaces, residential areas, retail outlets, entertainment venues, and public amenities.

1. Finance and Debt Structuring

Mobilize financing resources to ensure high-quality construction and effective sales management. This includes strategic structuring of finance and debt to support the project’s long-term viability.

1. Sustainable Neighborhood Development

Create a sustainable, walkable neighborhood featuring state-of-the-art facilities such as convention centers, housing, offices, and retail spaces, contributing to a vibrant, integrated community.

1. Construction Implementation

Execute the construction phase by adhering to ERC-prepared designs and development guidelines to ensure timely completion according to specifications.

1. Sales and Commissioning

Develop and implement marketing and sales strategies to maximize returns and ensure the successful commercialization of the project upon completion.

1. Adherence to City Planning Guidelines

Align the project with the Addis Ababa City Planning Commission’s master plan and ERC’s development framework to ensure compliance with local regulations and urban planning requirements.

This structured approach ensures comprehensive project development with a focus on sustainability, quality, and financial viability.

2. Eligibility Criteria

Eligible bidders must:

• Be legally registered in their country of origin.
• Demonstrate financial capability to undertake the project.
• Possess proven experience in similar large-scale, mixed-use development projects.
• Have a track record of financing, designing, and delivering complex real estate development globally, particularly in regions with comparable economic and social dynamics.
• Be capable of aligning with ERC’s objectives and Addis Ababa’s urban development goals.
• Have no ongoing disputes, legal issues, or significant breaches of contract in previous projects.
• Bid Document

Interested bidders may purchase the bid document upon payment of a non-refundable fee of 2500ETB. The documents will be available at the Ethiopian Railways Corporation, Engineering Service Team, Block No. 10, startingNovember 20, 2024, as aired on Reporter news paper during regular working hours (9:00 AM – 5:00 PMGMT +3).

• Delivery Procedures:

The Expression of Interest can be delivered either in person or electronically. While every effort will be made to ensure timely delivery, the Ethiopian Railways Corporation shall not be held liable for any loss or delays in delivery.

• For Overseas Delivery:
  • Standard delivery will be via airmail.
  • Courier services may be used for urgent or secure deliveries.
• For Local Delivery:
  • Standard delivery will be via surface mail or courier services.

ERC will not be liable for any loss or delays in document delivery.

• Bid Submission

Bids must be submitted in a sealed envelope clearly marked:

“Expression of Interest for Joint Development Project Financing Partner for Ethiopian Railway Corporation Headquarters Multipurpose Complex Building Project.”
